RULE

Graveyard rules

Bills that fail to pass committee listing or subcommittee review for 18 months after proposal face a disposal rate above 90%. Bills older than 18 months receive a tombstone.

Bills miraculously revived from death are marked as reincarnated. Most reincarnated bills are bills reflected into committee alternatives and then discarded; in practice, this experiment treats them as not meaningfully different from passed bills.

May the bills rest in peace. May they be happier in the next Assembly.
